Perl script wants to ask before placing cookies


We have a perl script which places several cookies on users computers.

We want a message to come up at the top of the site with a custom message we can edit (the message should be set in the database in the conf table so that it can be edited from the database instead of being hard coded, HTML also wants to be able to be used).

The message then wants to have a tick box and an accept button, once they tick this box and click accept the site will then be allowed to place cookies, but until then no cookies will be placed on the users computer.

Also cookies might be paced in additional to these via the HTML files e.g. Google Analytics, is there a way to automatically block these also?
