2 Vector Images of U.S. President

This project is for a mobile app. It is US politics related. I need 2 illustrations exported to a vector image of the new U.S. president, Joe Biden. I need 1 portrait and 1 portrait with black mask. Please deliver as Photoshop file with a transparent background or background layer that I can easily hide.
I've provided a link to examples for inspiration.

Notice the little American flag pins on his left chest. The images should have that included. I've included actual images from the existing app. Notice how the images fit inside an oval frame. Your frame doesn't have to look the same. But I will need the portrait of the president and the frame on different layers so I can use the image wherever I need to with or without the oval frame.

These don't have to be exact, since I don't want to violate copyright, but accurate as possible. I will retain rights to images.
