52974 Poetry website w/ features

I haven't the time to build anything right now, so I'm opening this project for bidding. The idea is pretty simple: I need a website similar to poetry.com. The site will be a collection of poetry, submitted by users. People should be able to search the site for poetry and/or sign up for an account so they can post their own poetry for the public to read. Here are the guidelines: 1.) Each page should be template-based. You are not required to build templates/designs but your work must look presentable. I must have the ability to add/delete page templates ie color, background images fairly easily. 2.) The site will need to have the ability for users to add polls/notebox/ratings/etc. on their individual poems ONLY if they elect to do so ie These should be options for each poem, not standard parts of each page. 3.) This is a community website. Members should be able to chat with each other via a chatroom. I already have a flash chat script that should work. Members should also have access to a forum. See below for details on using other scripts. 4.) Freeware/opensource code may be used in this site when needed, but the bulk of the site should be hand-coded by the bidder. You are not required to build the forum (you can integrate phpBB, for example), the polls, etc. if you know of scripts that you can use for the task. 5.) There should be an admin are for the many tasks associated with this site. In it, the admin should be able to delete poems and/or accounts, etc. Also, each poem needs to have a "report ToS violations" link, so ppl can report a poem that breaks the terms of service. When they click on this link, a message should be sent to the admin area for review. 6.) The scripts should be commented fairly well, as I plan to add feastures for members later on ie Email accounts, etc. 7.) This site is being built for ME so the source code can NOT be resold to another entity, though you can add the sites's URL to your portfolio. I'll have the bidder's name (and online portfolio) included in the "about this website" faq section. 8.) BIDDERS MUST SPEAK FLUENT ENGLISH or they WILL BE REJECTED IMMEDIATELY! This is for the namesake of clarity: Bidders must be able to understand me and vice versa. This site shouldn't take a month to build, seeing that most of it is simply the database work. So I'll require it within two weeks. I have others who'll help me with design, logos & all. All you need to do is build the site. I'm including a detailed .txt file that I wrote awhile back for a person who I originally hired to build this site. It is unmodified from when it was written. I'LL IGNORE ALL BIDS OVER $500, as that would be WAY over my budget. I'll consider $150-350 for the winning bid but NO HIGHER.
