WebSite Template and Banner Solution

I want to design one of the website. I requier the web template and one page will consisting 5 of banner. I want place the banner on the top of the website and bottom and 3 small banner left hand site. I want create an account for banner sponsor and each of the sponsor have own account to manage their own account with upload the banner and see the amount of banner impression and calculate the impression fee. Pls state the banner solution that if i have two sponsor who want to advertise on the same location (such as top banner). I will have a statistic to see/ trace the each sponsor banner impression. and also the web viewer location.
