I have a website featuring a downloadable, free program which displays quotations from my 1,300+ entry collection. The program was written by my son in Visual Basic about eleven years ago and needs to be upgraded to be more automatic, flexible and user friendly. In fact, I would like to improve the website too, but that's a lower priority task.

Read the Installation paragraph to see how clunky it is. If you download the program, you won't get the latest collection, just the latest compiled one. To get the latest additions to the collection you must click “updates.” That arrangement was fine 11 years ago, but a modern program should download the latest version with no requirement to manually update, just like in an anti-virus program. The new program, once installed, should have a “click for the latest update” button and automatically go online to find, download and install it.
The collection is intended to continue to grow. I add new quotations as I find them to a dat file which is inaccessible to the public. I then encrypt it to the mch file. The Meaning program decrypts the mch file and displays the quotes. The purpose of all this is to prevent unauthorized editing or tampering with the original quotes. The new program can have similar safeguards using other methods and should still have all the features listed in the Program Notes section.
What I'm looking for is someone with the necessary programming skills to accomplish these improvements at a reasonable cost
