Win32 Cmd Line C Program for Sending SMS's to COM port

I have a dedicated windows box for network monitoring. It runs software called What's Up by IpSwitch. This software can page you (digital/alpha), send an SMS via TAP terminal dialup, run a program, sound a bell, etc. when there is an outage. I need it to send an SMS to my cell phone. The problem is most cell carriers have dropped their TAP dialups due to the authoring company going out of business. What I've done to solve this is purchase a second cell phone and a serial cable. I can format AT commands to send SMS's from one phone to the other. Here's the basic operation of the program I need: What's Up will call the program with 3 arguments when an outage occurs. [login to view URL] 1 2566940241 "Primary Web Server Down 14:24:12 20051122" Arg1: COM port to use (hard coded to 9600/8/N/1) Arg2: Recipient phone number Arg3: Actual message to send The program will take the latter two arguments and encode them into a 7-bit PDU/AT string. This link has javascript that can be ported to do this (last form on page): [_[login to view URL]][1] Once the AT command is compiled, the program simply sends it out the COM port specified in Arg1. I would prefer the program be written in C or C++ using API's and functions common the the Windows OS. No external DLL or other supporting files should be required. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP command-line only, no GUI required.
