Windows Application - Wifi Hotspot / Portal

I need a software developer to write some code that will allow me to conifgure a windows machine as a wifi-hotspot. I need to be able to select what internet connection to share, the name of the SSID spot, a password if needed. I then want to configure the wifi spot to either serve as a "Walled Garden", "Local Intranet Server", or force redirect to another site. I have looked at some linux solutions but they all run on Linux or embedded devices. I need a simple desktop application that will provide me these features. I have looked at wifi hotspot creator but need a way to force connected users to a certain website like a captive portal. We just need a solution.
