Tweak pixture_reloaded subtheme for mobile

We have a small custom subtheme (200 lines of CSS and a handful of lines in [url removed, login to view]). It's working well on full-size screens , but looks terrible on mobile devices. Taking bids to tackle the problem, plus fix one layout glitch that affects Safari users. Need the work completed by mid-January. Customer is a well-established national aviation club.
