A .exe software app that allows a user to create a floating pop-over window that comes in over a html frame page where the frame page can be any designated URL which will get pulled into the html frame…
Once a visitor arrives at the Frame html URL the float will occur based on a variable timing scheme and variable entrance position. This can all be set from within the .exe app interface where the user can create the floating pop-over.
Therefore, the float-in pop-over has a variable time entrance and can enter from any direction. Color backgrounds of the Float-in box will be possible with a color swatch picker that allows color changes to be selected in the Floating pop-over .exe app interface.
Links and images can be featured into the Floating pop-over as it acts as a mini-size web page in a small box or screen.
If there is any code that can be placed in this app which will counteract any code that prevents Frames by breaking out of them, this would be good a good addition.
A sample Float in ad generator is available to show you … However no copying of it’s code. The code I end up with must be written by my coder where it parallels the sample.
If possible, I want a basic no-frills FTP feature so the html page can be uploaded to a server directory easy.
I will be the sole owner of the software copyright after completion and request all source files.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
Needs to function bug free on Windows OS.
