I want to build a PHP/MySQL news website. I have a few example sites I can point you to, but it will be an "aggregate" news sites with a discussion board tied to certain posted news stories. Registered users will be able to post their comments. It will have multiple sections (local, us news, world news, etc..).
I do come from the IT field from the last 18 years, but it was mostly Net Admin, Telephone Systems, light DB stuff, SysAdmin, cabling, stuff like that. I have built a few websites, but strictly html with some embedded flash. I do fancy myself a quick learner and hope to have the website up by the end of the year.
I am looking for someone to have correspondence with who will walk me through while they build my site. I do have a small budget so I would want this person to a good portion of the initial build (using a template) while teaching me how to be the webmaster. I already have an ISP account and domain names.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
