Complete website rebuild!

I want to rebuilt Mirror [url removed, login to view] to be far more effective. After it's initial build, I sort of left it alone and didn't do anything with it, but now I'm definitely ready to do something with it.
Overall: I want this to be a well designed text-based role-play website utilizing dice based combat. I want to include a money system, weapons/armors system and combat/skills stats. Also possibly maybe multiple species.
First I want to rebuild the entire design with new graphics, especially including flash. Especially a new flash banner!
Second I want to include a new avatar system where people have no choice but to design a sprite to join. I want this to represent their "character." I want it set up so later on, they can add new items: clothing/armor/weapons/accessories/pets, etc. to their characters. I'm not looking for phenomenally magnificent works of art for their avatar. Probably more like SNES 16 bit final fantasy qualified graphics for the avatars.
Third, I want to have a well thoroughly designed combat system. I want the combat system to definitely be dice based. Perhaps it would be possible to enhance the chance of rolling higher dice by having much more descriptive attacks. Saying like, every 100 words the chance of rolling higher numbers increases by 1% or something(all speculation.) Further, I want a good stat system used to decide damage/health etc. Like strength, accuracy, speed, dexterity, etc.
Fourth, I am going to need a good currency system with stores and other stuff where characters can buy weapons, armor, healing potions, etc.
If you don't want to use PHPBB to do this with, that is definitely okay.
