We are looking for a serious bidder for a community website with privat/public sections for visualization of data stored in a MySQL DB.
The website must feature all the standard user authentication/management features of a community website environment (such as Joomla) and must feature both private and public sections. The website must be built on a PHP engine with wellstructured code and must support easy localization, i.e. all language dependent files and attributes must be clearly separated in subdirectories, so that new language support therefore easily can be added.
The data are represented by rows of data with corresponding time stamps in MySQL tables. The user of the web site must be able to plot each data column individually over time and make a relative comparison plot of two or more data columns over time.
The data columns must also be visible in a pie chart format that shows each data column at a particular date/time.
The tools used to create the data plots must have dynamic client behavior similar to the graphs shown at:

If the bidder decides not to use Open Flash Chart (Open Source), the features and presentation must be comparable in look and feel and dynamic behavior.
A user of the web site must be able to log in to the website and view statistics on all rows in the MySQL database that are assigned that users ID. The user has both a private and a public section on the web site and can decide to show the statitics as public or to keep them private.
Future enhancements and extensions of the website are expected.
