1) The control can be a .NET native control or Macromedia Flash control exposing necessary properties for use in .NET. It will be placed ina cell in a datagrid
2) The solution must be browser independent operational for Internet Explorer, Netscape and FireFox
3) The control should accept a numeric template (i.e. ##.# , #.##) , min and max values for client side real time enforcement.
4) The control should be able to accept an initial value ??" but it should not become an active value until the user interacts with the value. When they do the value immediately becomes black instead of gray.
5) This implies an ability to cancel an edit otherwise inadvertently clicking or tabbing through focus would activate a value you may not wish to set. Selecting it returns the control to default grayed out value
6) A DHTML data box providing information about the parameter. I would like to set these properties on the control and hive it handle creating the display frame (see 8)
7) The control should respond to css or alternate method scaling commands
8) Rolling over the “i?? for information will pop an overlay (DHTML) onto screen containing a language sensitive description of the parameter.
9) The right most “limits?? button would display a similar popup like (8) but also a hot link to a fixed page
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

no platform sensitivity - public internet site so no browser dependency.
Must be ready for use on asp.net 2.0 data grid (with multiple instances in same grid).
