Add JavaMail and scheduler to Internet Site

I need a java servlet that checks ( 15 minute intervals) a mysql table for emails to be sent. When the email schedule datetime occurs use javamail to create and send the email. Should also be able to send html emails. I'm not sure what's required to send html emails but it should be able to. I'll need your guidance for that. There should also be a join with the contact table to verify that our contact's send_email_ok flag is True. After email is sent the send_time should be updated My webhost runs resin to manage tomcat... To get the scheduler to run at regular intervals resin allows run-at periodic services.
