build a website using facebook api

This project is to build a picture rating site that extensively uses the facebook api and a payment checkout system (paypal, and google checkout). If you have used facebook api before this will be a huge plus. Link to the api that will be used: [login to view URL] The winner must be able to communicate via aim, skype and email. Payment will be made after project is complete and tested. Design of the site will be provided, however winning bidder must convert it completely to CSS and make any other design changes based on full project requirements. Performance testing will also be required to make sure site can handle at least 100k hits daily.
