Integrating a picture-uploader into a wordpress site

I need someone who can integrate a picture-uploader into my wordpress site. The application should do the following: When a user uploads a picture, the picture gets our watermark automatically and a black background to get the same effect as the demotivational pictures. While a user is typing the title of the picture it would have to appear on the picture in real time so that the user can see what it looks like during writing. After that the user clicks on "save" button by which the picture gets uploaded, under the user's nickname as author. Following that the picture is waiting for moderation. Expected completion of work is within 1 week after the announcement of the winner of bidding. Please note that the given deadline is extermly strict.
