Script to automatically fill information .tel Domains

Hello, I need a script (in PHP, or JS or whatever works best for what I want) which I can use to automatically fill in information from .csv or similar file-types or databases into .tel-Domains. The script should be able extract the information I specify from the file or database and 1. create the corresponding .tel-Domain folders/subdomains and 2. enter the information from selected fields of a csv to given .tel-Domain interface-fields. This should work with thousands of .csv- or Database-entries for different .tel-Domains. Do not hesitate to aks me any questions concerning the project. Thanks a lot in advance
