Turn PSD to HTML

My budget for this is 20$ and a good feedback. I have two psd templates that I need turned into html pages and I need the pages that link in the psd to have a page that it is linked to (ie there are 2 designs, the second design will be the same for many pages that all have different names). The sites in the end must be done in dreamweaver template format with two editable lines in the middle of the page (youll know where).
