Image resize function in PHP

What I need is simple. I need a PHP function that will do the following:

I will give it a image (jpg or gif) file name, local to the server then I will give it a file size, the function should compress the image to be that file size with as little degration in quality as possible.

Also: This function must be fast, and not take a huge amount of resources. The first bidder to show me a working example on their server will get the job.
