Custom php site similar to nick.com. Complete custom, write own code and html

I want to create a similar site like [login to view URL] This site is similar to designs like [login to view URL] horizontal design. I want to create same style and flow, but completely custom code/css. I will provide designs in illustrator format. The site must be full responsive in every aspect, please use [login to view URL] as reference. The site will be horizontal in desktop and become vertical format in tablet and mobile version.
