PHP Mysql expert Master in computer science level. expert

I m having a system with pictures to be compared in a competition style users can create their user profiles. the system is almost complete there are 50 items to be taken care like geo targeting search / picture ratio to be kept no pictures are stretched also integrate a new look and feel.
