Simple API page to generate a image and copy it to Amazon s3

I am looking for a PHP page that will run in a LAMP environment on a windows machine. The php file will take image filename in the url and then download that image, run a windows command on the image, and then copy the output to s3 and print the name of the output file to the browser. Here is more detail: 1: The php file will accept a url to a image like this: [login to view URL] 2: The php file will download that image locally, it will run a windows based command on that image to alter it. It will take the output file and copy it (along with the orginal image) to a s3 bucket. 3: The php file will then return a url to the modified image in the s3 bucket. It will also update a mysql database and add the name of the image modified, the date and time, and the url to the modified image. The php file needs to be well commented and very secure. This is the first of many php pages I will need so I am looking for a hard worker with great English communication skills.
