I need some software with licensing system built to the spec below on my platform that I own.

It will be 100% my coding at the end of the job (you cannot resell the coding that has been done for me and I will need a copy) and it needs the following features:

Multi-threading

Proxy Scraper and Validation

Progress Log

Licensing Script System to enable and disable licenses

Debugging tested and seamless functionality

Song & Video play increasing

Increasing widget and banner impressions

Delay feature for all features and option to schedule a time to run

Adobe Air preferred but C# etc also a good possibility

You must have a track record of good development work and regarding payment, as soon as I see a bare working version of the program, I will release half the funds... once complete and we are happy, all remaining funds will be released ... I am looking for a long term partnership so if you are good, I WILL use you again. I always pay and always on time... Se my feedback.
