email validation script

I am looking for professional who has done coding on servers. This application works in 3 phases

1) customer uploads the file and then it's checked against the syntax error

2) the file uploaded will be checked against the database that will be around 14 gb, if any similar record found in customers file it is removed( it's upto you if you want to use multi database)

3) final phase file is now checked against the existance like dns, mx record etc.

final download link is given to the customer

THIS APPLICATION WAS CREATED IN PHP BUT IT IS VERY SLOW. I WANT IT TO BE ULTRA FAST

When you said '14 gb', did it mean you have a huge amount of emails to check with the emails in the file uploaded batchly? Normal, the database design and matching algorithmic will make it slow. I am senior php develop Lagi
