80393 Member reactive script

I have a program to prevent users sharing their password. After the program found a user sharing their password, it will block them and redirect them to a page saying that what's the problem. The problem is, I need to manually reactive the user. I would like to create a script, the user just need to fill in a form, and their user name will active again. The script should work in this way: (1)A form for user to fill in their username ( I will create this form) (2)And then the script should check whether this username is still in a txt file. (the first field of the txt file is username) (3)If the username is here, the script should delete a direcotry (same as the user) under a predefine directory (4)The script should email the user their account has been reactived. Becasue my program will list the blocked user in a directory, e.g. /home/block/usernmae So if the script can delete the username directory, the member can be reactived. I also want the script can log how many times a user reactive his membership within a hour. If the reactive limit exceeds the max amount of time that I set in the script, his username will not be actived. Another email will send to them to expalin the situation. I prefer the script written in php, but perl is also alright.
