Optimize SQL Queries

Hi! We have asterisk servers generating cdr-tickets in a PostgreSQL database. Every month we generate the bills with scripts from the db. These scripts and processes needs some optimisations to make the billing quicker. Billing cannot be done during the day because the queries somehow lock the database. The main-goals of this project: -Optimize the queries so they can be run during the day I attach all the scripts here and will of course give access to servers after bidding. The ruby script can be scrapped or converted to perl but I include it because the SQL can be used from it.
