Password protected page

Need to crate password protected multi user page.
Where I need to have a separate frame setup with each password that will have like business card information, although the pages above the frame will be the same for every user
Also need a administration access to be able to create new user access and change the entry on the frame accordingly.
I need only script, the design part is already done.

It is gonna be some kind of affiliation site (see http://www.teesworld.com/project/)
Example:
Say I told somebody (person A) about this site gave him password, and later when he will enter my site by given password he will find my information in the frame below, and after his login I will receive autoresponding e-mail with PersonA contact information (the form in the first page). That will simply inform me that he/she (personA) entered the site. That login button should do two functions send me autoresponding e-mail notification and point to the page where in the bottom frame is my information.
Let say personA decides to participte in the program and want to become my affiliate, I will need to be able to create new password for him, and when his contact (personB) will login from the same page with the password given to him by PersonA, he will see Person A's contact information, because he doesn't know me. Also the same log-in button will send auotoresponding e-mails to me "(site administrator) and the personA who's password is being used.
Doesn't matter how deep will go affiliation, but the autoresponding e-mail will be sent to administrator and password owner.
This project will have one Administrator, only one person will be able to create passwords.
The database and script language is up to you, just give me easy using tool.
