sending automatic reminders

We are a company in Holland and we need a script who can send automatic (by cron-job) emails and sms-messages.
This is what we need (please read it good):
on day 1 send 'message_1'
on day 4 send 'sms_1'
on day 8 send 'message_2'
on day 12 send 'sms_2'
on day 16 send 'message_3'
on day 20 send 'sms_3'
on day 24 send 'message_4'
on day 28 send 'sms_4'
on day 32 send 'message_5'
on day 36 send 'sms_5'
on day 40 send 'message_6'
on day 44 send 'sms_6'
It will be used as a automatic reminder to pay a bill. The script will read the customers from a flat database, if the customer has a 'status 1' and the date is correct then it send the customer 'message 1' and change the status to 'status 2'. Four days later (checked by date) there must be a follow up by sms, so the programm will send 'sms 1' to that customer and change the status to 'status 3'....
Our part of the project? We have a working url of our sms-providers. The only thing your script must to is fill-in the variable fields in that link. So you don't need to find out how the sms-provider works, that is our part (and it is very simple).
Why choosen for cgi/perl? We have now a programm that sends every 6 days a email to a customers (same function, same idea) and that works fine. But we need a programm that pick up every time another email or sms-message.
You will have full access to our server, can test it even so much if you wish. Without any experience of working with a cron-job you don't need to make a bid.
Don't tell us how many people are working at your company, don't tell us how many websites you build. Just tell us how you see this project and if you understand us. And if you have a better solution.
We do not need it fast, we do not need the lowest price. We are looking for someone who does understand our wishes. We are sick of those people who do not pay their bill and want to send the reminders all automatic.

Understand your requirements. I'll make control panel for you where you will be able to edit message texts. And will setup cron job for regular execution of the sender. Language is PHP.
we have already done similar project and it is online also, so it will be an easy job for us.
