I need a shopping cart system similar to oscommerce, that will allow the user to purchase and have an upload system where they can attach/upload documents to their order. Admin can view their uploads in their account. And there is a link to the document that they attached to the order. When order is deleted, so is upload.

Upload would be on account_history_info page for each order…
