Rewrite of site script

This project needs to be able to start immediatly. I am in need of getting a update to the site asap and need to have it rewritten to some specific measures.
I have a site mydollarsurf.com.
I am wanting to add many features to the site on a ongoing basis.
The first and foremost is that I am needing to make this a subscription site. If it is possible I would like to take the current script and change it so that if you are a free member you only have access to the front page, not to any links or any availbility to add sites or upgrade your services. Then once you become a subscription member you can then have access to the links and upgrades and adding of sites. This is a very important step to adding to the site. Please let me know if this is going to be possible to add. I am hoping to have this step completed in a couple of weeks at the least. Then will want to continue with the additional items that I have had on my list. I have been burned once by a programmer that took me money saying that they could do something and have not produced a thing as of yet.
