Video Share Website creation

Hello All, I am planning a video sharing website on a specific niche, and I need someone to help me design a site, you can start from scratch if you would, or you can use several free or paid scripts like phpmotion, ostube, clipshare to customize, whichever script is customization friendly is good for me as well as you. Some say phpmotion is good though it is free and others say ostube is good in terms of customization, but you guys must have better understanding as i assume that you have alrady done some of this kinda work. The things I require are that: people can create account and upload videos (if possible may be limit the size of the video and number of uploads) and viewers should be able to view those videos. a software to automatically videos that are unrelated and those that are "porn" NO PORN PLEASE. viewers should be able to search by zipcode, state and by country To wind up, I cannot spend like a millionnaire, so please be courteous in giving me the rate. However, if you can help me, I can pay as well as partner in this project.
