Geocoding Helper App

The task seems simple, but I need help with a small part of it. I am associating addresses with their latitute and longitude coordinates (basic geocoding) and also looking for their 2000 Census Tract identification. An example can be found at: <[login to view URL]> An optional "bonus" feature would be to identify reasonably accurate information for block numbers. For 300 block of E Main St rather than 312 E Main. I would like a application (or VB Class) that I can call from my database application. I have a large client base, and I am trying to build a marketing application to target marketing more specific than just a zip code. I have identified the census tract as the smallest unit for grouping. The Lat and Long are for importing into MapPoint to "see" where my clients are. The language MUST be VB.Net, I am willing to incorporate any necessary SQLServer data tables to self-host. Using a HTTP hook to something like the ffiec site listed above within the app is cool too. Any VB app using MapPoint SDK to MapPoint Applicaiton is ok too, not for MapPoint WebServices though. This is intended for an inhouse marketing analysis, so time is not of the essence. Cost is the main factor.
