Require a VB.net application running on Windows 2000/IIS5 that does the following: 1. Reads email from a designated address. The "Subject" of the email will have three fields: Username, Password and Destination. The "Body" of the message will be the contents of the FAX. 2. The program/component will look up and validate the username/password -- and, if valid, will look up the destination to discover the phone number where the fax is to be sent. 3. The program/component will compose the FAX and send it out through a locally-connected standard FAX/Modem to the destination phone number. I would suggest the combination of a COM component to send the FAX (where you get it, I don't care, as long as it doesn't add significantly to the cost), and a VB.net application that periodically reads the email (maybe every 5 minutes), and sends any pending FAXes. The application should be able to be translated into regular VB for standalone use.
