464288 Recipes Toolbar/Advertising Admin

I need a toolbar created that is compatible with all major browser types that will appeal to people looking for recipes (dinner ideas, etc) The toolbar will have a search box where they can can search for recipes. This search box when filled out will submit the query to our website (its basically a google custom search engine). The toolbar will also rotate random recipes using RSS feeds from Allrecipes.com. We also need 3 buttons linking to 3 of the 4 different RSS feeds available on [login to view URL] which are Dinner Recipes, Healthy Recipes,and Dessert Recipes. Now the above covers the functionality of the toolbar for the end user. Bundled and installed with the toolbar I need some type of adware that strictly monitors search queries typed into search engines and what websites the users are visiting. I dont want to collect any personally identifiable information just enough to be able to serve an 800 by 600 pixel advertisment (software NOT browser generated popup?) that is targeted to what website they are on or what they are searching for in a search engine. I would need a web based admin to control the advertising end. In this admin I would be able to create a campaign, load in my keywords/targets (broad website URLS and keywords), add my URL for my advertisement (800 by 600) then I would also need some type of tracking system to show how many times my advertisement has been displayed based on keyword/target. I would also need a settings panel to control how often to display ads on any given end users computer and the frequency in which to display the same ad to the same person. A good example of this kind of system is [login to view URL] and [login to view URL] - Game Vance is a free games site where people simply have to download a small piece of software to play the games and in exchange they agree to get periodic ads displayed to them. Then... On the [login to view URL] side, they sell the 800 by 600 display ads to people. I will explain much more and provide access to my trafficvance account to the programmer who I choose to do the project so there is an example to work with. In a nutshell the toolbar/software the users download will have to communicate with my server to deliver the search data and websites visited and then the advertising side we can deliver ads based on that data.
