Convert PSD to 1 Page PHP website With Slider in Header

Attached is a .psd file that I need converted to a 1 page .php website. I would like it to be a .php document but coded in HTML and CSS with a rotating slider/rotator in the header. I'd also like it to be easily editable in Dreamweaver. In the .psd file is a group with the 4 rotating sliders that I would like to rotate and as they do, the number will change from 1 to 2 to 3 to 4 and they should be clickable so you can chose which slider you want to see. Also, there is a group in the .psd file with a left and right div area I would like created for me to insert some content after you turn the website over to me. The div areas can have a blank background color or white. I only made them gray so that you can see how big their approximate size needs to be. The links in the header, footer and social icons can just have a link of # and I will set their links after you give me the final file. The page and slider also need to be cross browser compatible on both MAC and PC browsers.
PLEASE look at the .psd file first and ask any questions you might have before you start the project. I need it completed and given back to me in a .zip file by Thursday April 3rd at 5pm USA central standard time. Thanks!
