Drupal based travel site

Local “location representative” [Loc rep] with advertising options. The loc rep is the driving force of the web site. Loc reps can upload content and images in either a dual or single column format. Loc reps can upload either their own existing web site content or generate new content using a WYSIWYG format built into the CMS.
Navigation menus to lead visitors to countries then locations within those countries and travel - property content in those locations
Writers [with tie-in to forum - in other words, visitors can take comments directly from writer's article to forum]
Bloggers [same as writers in b. above]
d. International classifieds similar to Craig’s list for each location.
e. RSS feed capabilities. Owner to vet RSS fed articles and then post in the appropriate section – travel | property or investment.
Comments on the articles can then be taken to the forum for discussion.
f. The site should work with multiple languages. Translation ability available. Text size options available.
g. Mapping / map capability integration. Prefer non-Google map
h. Print this [content] page options for pertinent pages.
i. Rotating banner and full page info-ads capabilities for both owner pages and contributing user pages.
j. Advertisers to be able to upload images and text in pre-set standard sizes. Advertisers to be able to choose length of contract – three – six and twelve month – and pay via PayPal.
k. Pay Pal integration – with future credit card expansion capabilities.

I have zip_files from previous programmer - file size exceeds upload limits. Much work has already gone into the site design - layout etc.
Prefer to avoid using Google as much as possible.
Must have previous Drupal experience and examples of work.
