Need Banner Creater/Rotater Tool

This even though it may seem simple a lot of freelancers that i awarded it to couldn't complete it this time im going to increase my budget and look for some more talented people.
If you think you can create a tool that allows my publishers to rotate banners from my database that can be sorted by a script then just hit me up for more details.
Please dont pressure me for a milestone or the award of this job as like i said 3 people tried and just gave up maybe because it more work than they thought.
