PHP Site for XML File Upload/Download/Searching

I need a website designed from the ground up and coded in PHP/MySQL. This site will be a community where people can come to upload their XML files and download XML files others have created. Keep the graphics, logo and layout simple and movie/DVD oriented. Not a lot of requirements and should be easy to do. Please give a time frame and current portfolio. Let me know if more clarification is necessary. I'm not sure what a project like this should cost, so post your REASONABLE prices and the worst I can say is no.

- Front page will display recent uploads and have a news section
- Admin backend for deleting files, banning IP's, editing news and managing users
