We're looking to build an online portal providing our clients with UK political proposals, which can be voted on (agree, disagree) and the ability to register and pay for a commissioned in-depth article about the proposal. There must also be a blog with articles that can be attached to proposals, these posts are free to access once the user has voted but can only be commented on if they have paid for the in-depth article.
The site must include an administration panel allowing us to add current political proposals and attach our commissioned articles, as well as managing users and payments.
The homepage will feature a list in chronological order of the most recent proposals and the ability to vote (for or against) each one. When the user votes they are prompted with a field asking for an email address. This either creates an account for them with a unique user id (emailed to them if they are not already on record) or notifies them that they have already voted. Users can login once registered by providing an email address and the unique user Id assigned to them when they first voted for something. This login box should be available throughout the site.
One logged in the user can access their account page which lists which proposals they have voted on, the related blog posts for each one, and which articles they have paid for. The articles should be available online as well as downloadable in PDF format.
After successfully voting on a proposal, the user is offered the chance to purchase the in-depth article or read the related blog post. They can pay for this either by phone or through paypal.
Bids should include design and development
