We require a customized freelance site script (kubelance / ilance / softbiz, etc.) The additions needed are: 1. Add US States as a field (So its browseable and searchable) 2. After a project ends bidding, the buyer should be able to get the provider's info without having to pay (initially, it will be a free site, but admin has control of changing that) 3. An escrow system for later (where the money sits in our website's paypal account and then its gets transferred - add an escow charge according to paypal charges) 4.
