Upgrade a website with a CMS and something more - repost

I want to update a website related with sport betting. Now it’s very simple. It’s only one screen, php, which calls a database (mysql) and gets all the records and data that I want. Now I want to update with a CMS, so I will be able to manage users (add, delete, modify…). For what I want manage the users? Because I want to save all the users selection of the matches (Date, Match, Odds, money that I bet, selection… all this info I have already in my database) so all this info should be save in a “Coupon” and in “historical”/”record” so after the match is played, the user can check it and see what was the result (I will have also in the database) and see if they won or loose, how much money have they won/loose and show some statistics. Only developers from America or Europe because the time zone (I live in Europe and I want to check the progress). Only serious bids.
