Web site offering solved problems for students

I would like you to develop a web site using php/mysql (with mambo, php-nuke or other CMS) and integrating this web with our company web (exactly the same graphics aspect). It has to work like follows:
a. The web is intended to be a tool for the local university students and it is an added value to our courses for that students (we are a training company).
b. At this web, we will offer solved problems to download, sorted by subject (and each subject will have it owns subcategories). At the moment we will only include one subject (C++ programming), but the system has to be able to grow to other subjects. For example for the C++ programming language subject the downloads will be organized into basic problems, branching, loops, ..., stacks, trees, files,..., solved exams,...).
c. The students that are currently coursing any subject at our center will have an initial credit, while the rest of the students will be able to know wich are the solved problems (exams, practicies, etc. downloading the text of the problem), but to download the solution will need to pay using his/her account in the system.
d. The download price will be set depending on the difficult and will be very low, so we will only allow to the users adding to the account multiples of 5,00€ with the credit card (and another usual way of payment). So when a student downloads a file, the cost will be substracted from his/her account.
e. Of course, we have to administrate the new downloads.
f. The system will have a forum, a news system and an utilitys downloads seccions.
g. The site will be designed at spanish, but we can translate it from english if you locate all the texts at the same file. Of course during the development you can ask for the translation to any word that yo're going to include into a graphic.
