Build an Android app for uploading and checking a picture

I need to get a lightweight Android app built that will have a login page. There are 4 sets of users who will access the app online 1. Lower management 2. Middle management 3. Senior management 4. Admin They will login in the app through a 10-digit mobile number. No password needed. The lower management login should only allow for picture uploading with time and location stamp. There have to be 3 entry columns with every picture 1. OLMSIDN (10-digit only) [Main identifier for The picture,Tertiary and Gross] 2. Tertiary (upto 7 digit integer) 3. Gross(upto 4 digit integer) There should be an option for re-loading the picture The middle management login is for checking the uploaded picture corresponding every OLMSIDN matches with the entered details of Tertiary and Gross for that OLMSIDN. The uploaded picture should have an option to zoom. Middle management should not be allowed to remove the picture. However there needs to be an option so that the middle management can raise a ticket with the lower management who uploaded this picture with a message box. There should be a confirmation button with a dialogue box which says "do you want to submit this"? Also the middle management should be able to do all that a lower management person can in the app. For the senior management login( which will have all features of middle and lower management as well) the following should be done: 1. Automatically check and flag OLMSIDN which have "Tertiary" field values that satisfy the following condition: a. Repeated digits(0-9) such as "11", "111" etc b. Continuous pattern of digits such as "1234" for a minimum of 3 digits c. 2 and 3 digit values Present this as a separate list titled "Urgent Check" The senior management should be allowed to check the error values like in the case of middle management and should be allowed to submit with a final dialog box asking to confirm submission like in the case of middle management. 2. Select random 10% OLMSIDN entries which are not part of "Urgent Check" list and present it to senior management as a list "Confirmation Check". Similar functionality like middle management to be given here as well 3. A general list with all OLMSIDN and a button titled "CLOSED"" After the senior Management has confirmed all values under "Urgent Check" and "Confirmation Check" List a Final Button should appear - "Submit to Admin" The admin should get a list with the following values [login to view URL] [login to view URL] [login to view URL] [login to view URL] [login to view URL] stamp 6.
