Can't get past the first step with Joomla 3.9.5 install

I've created dozens of custom Joomla templates. I'm trying to get Joomla 3.9.5 working and I can't get past the first step (configuration). When I click next which should take me to the database tab, it just flashes the Joomla icon and stays on the configuration tab with no error (and nothing in the browser console). I've searched the net and tried a bunch of suggestions but none work.

HI there, I have had similar issue with Joomla and I remember changing server fixed that issue. Please try a different version of Joomla and after install you can upgrade to latest version. Or give it to me, let me give a try. I am working with Joomla since its version1. Regards Mohsin
