Hi there! I checked the website and would like to know why do you think design is major concern that needs improvement? Any stats that backs up your point? For example if there are more visits and less conversion we can think this else it won't be any useful to present something that users don't bother. Also most of ecommerce sites have same basic flow, standard checkout, payment & shipping options so we should retain flow and may be try some clean visuals. It will be better to not code from scratch so you can update site on own so would recommend wordpress platform, customized theme and plugins as required.
