Conditional Paypal Symbol, Image and Checkout button based on customer's flag

I have Paypal and another credit card gateway on checkout page. I want Paypal (symbol, image and checkout button) only visible if I have set Paypal Visible = Yes for customer.
So this would involve following changes (quality is default, not mentioning it separately),
- DB change -> Addition of a new field in Users table -> paypal_visible (0 / 1)
- Admin Panel -> Users -> Users page to be used for new page Users -> Paypal Visibility where only First Name, Last Name, Username, Email ID and a CheckBox (Paypal Visible) are shown for all users. (same search box can be shown so that I can search users to make changes)
- On top right corner the Action Drop down should have "Save", "Check All", "Clear All" options. No other buttons or options on top right corner required so we can remove them on this page. Save will submit all that I have modified (checked or unchecked), Check All will check all the users. And Clear All will remove paypal visibility from all users account.
- On Checkout page now a logic should be added that Paypal Symbol, Image and checkout button should only be shown if for that user (whose account it is) Paypal Visibility is set to YES. Otherwise, only Credit Card Checkout button should be shown with its symbols and image.
Please provide fixed price quote in INR.
This work should not affect any of the payment functionalities. Paypal and gateway should work as normal without any problems and interruptions.
