Connect my instagram shopping icon from my business account to Facebook business account.

I have already a business instagram account and a facebook business account- they are linked - however when I have selected the shopping icon button- I received a message back from instagram - Not approved for instagram shopping. Im confused at to why- I have a facebook catalogue, I have connected all the dots to the account so they match and still no approval. I dont use Shopify or BigEcommerce- its a purpose built website from another developer, could that be a issue. Help required
