Design and develop a multilingual content aggregator site

We're looking forward to building a content aggregator site that will fetch contents from selected other websites. We've got the Mikado Discussion theme for this site. Now need to set up the site as per below requirements.
1. initially the site will be in English and Spanish, but, the system should have the ability to add more languages like French, Dutch etc, (we've already installed a multilingual plugin)
2. full contents should be fetched from the websites and/or RSS feeds provided. We should be able to add/update feeds later.
3. posts in Spanish should be translated automatically if possible. If auto-translation not possible/workable, then we should be able to update those posts in Spanish/other languages manually.
4. there should be monetization options and functions for this site. The settings should be there with proper SEO markup/settings.
5. the site should be fully functional with all the tracking codes implemented.
6. the site should be highly optimized for speed on all the devices. And, we're expecting to get the best possible score on GTMetrix and Google Pagespeed.
7. the site should use all the standard coding and optimisation.
* We are ready to pay higher for an expert developer who has developed such site earlier.
