File Management System

Job Description:
I need a simple file management system for a printing company to be created. Below is a desciption of how I would like it to work.
1. Anonymous upload area:
- password protected with one generic password that could be given to customers who need to send us files
- users would fill in a form with ~10 fields giving information about their job (Customer Name, Job Name, Job type, Due date, Job Description etc)
- users can upload a max of ~10 files associated with their job (with associated description for each file)
- the info from the form will be captured in a database, and the files stored on the server
- an email will be sent to the admin when files are uploaded with all of the details from the form
2. Admin area
- password protected
- admin will be able to view each uploaded job on a list (can be sorted by job name, customer name, job type, date, due date etc.)
- clicking on a job will reveal a new screen with a list of the file(s) uploaded for that particular job
- clicking on the filename will allow it to be downloaded
- admin can send an email to any addresss with a link to download file(s) from the system (password protected)
- admin will be able to create user accounts for people to login and view jobs/download files
- admin can specify which user(s) can view/download files for each specific job (ie. access has to be granted before a user can view/donload files for any specific job)
- admin should be able to modify the information for each job
- admin should be able to modify the description of each file
- admin should be able to delete individual jobs and files
3. User area
- password protected
- users will be able to login and view a list of jobs that they have been given access to see
- there will be a few fields in the job description that will be hidden from view from the user (to be provded later) - otherwise they can see all job and file info
- users will be able to download files but not change file or job descriptions
- there should be a link to the upload page from within the user area so that they can upload files
