integrate wordpress with an outside API for data transfer from my wordpress to other server. -- 2

Help me in creating a wordpress plugin that will work with woocommerce to send certain information from every transaction to an outside server using the API Interface of the outside server... I have some documentation of the API but it doesn't contain any php information, just the api calls and such.. I do have a sample wordpress plugin that uses certain of the api calls, I just need more and php is not my language of choice... I would like to work with the programmer on this so that I can learn more about the whole process, so please speak fluent english and be available to work with me on this with skype so that as you're working we can discus it and you would be able to do a screen share so that I can see what's being done and how... If you don't want to work this way, then all the code needs to be very well documented so that I'll be able to understand what's going on. I am happy to discus this project further with you. I do not want any automatic bids or just list of sites someone has done.
